Ինչպես Ուկրաինայի վրա հարձակման նախորդ օրը՝ 2022 թվականի փետրվարի 22-ին, Պուտինը Կրեմլում ընդունեց Բաքվի բռնակալ Ալիևին՝ համաձայնեցնելով Հայաստանի դեմ համատեղ գործողությունները, այդպես եւ այդմ ռուս-ադրբեջանական դաշինքն աշխատում է Ֆրանսիայի դեմ Աֆրիկայում և Նոր Կալեդոնիայում։

Բռնապետները սպառնում են ժողովրդավարությանը՝ Հայաստանը զգուշացնում է ազատ աշխարհի դեմ Պուտինի եւ Ալիեւի համատեղ սադրանքների մասին։
Հայաստանի դեմոկրատական հասարակությունն իր վրդովմունքն է հայտնում համատեղ քաղաքական սադրանքների և դիվերսիաների առնչությամբ, որ Ռուսաստանի և Ադրբեջանի բռնապետական ռեժիմներն իրականացնում են Եվրոպայում, Աֆրիկայում, Լատինական Ամերիկայում, իսկ այժմ նաև Խաղաղ օվկիանոսի կղզիներում։
Մենք վստահ ենք, որ ժողովրդավարության վրա բռնակալների համաշխարհային հարձակման պատճառը՝ նրանց անպատժելիությունն է Ուկրաինայում, Վրաստանում և Լեռնային Ղարաբաղում իրականացված հանցանքների համար, որտեղ հարյուր հազարավոր մարդիկ ենթարկվել են ռազմական ագրեսիայի, ջարդերի և էթնիկ զտումների։
Սուտը, կեղծավորությունն ու զրպարտությունը միշտ ուղեկցում են ֆաշիզմը և ցեղասպանությունը, կամ ավելի ճիշտ՝ նախորդում են նրանց՝ հող նախապատրաստելով սպանությունների համար, իսկ հետո հետեւում նրանց՝ փորձելով կոծկել հանցագործությունները։ Հայերն առաջին ազգն են եղել, որը ենթարկվել են 20-րդ դարի առաջին ցեղասպանությանը Օսմանյան Թուրքիայում։
Հայերը նաեւ առաջին ազգն են, որը 21-րդ դարում դարձան ռուս-ադրբեջանական Պատրիացիդի, այսինքն Հայրենազրկման թիրախ՝ Լեռնային Ղարաբաղում իրենց պատմական հայրենիքից բռնի տեղահանությանը։ Փորձարկելով այս միջոցը 2020–23 թթ. արցախահայերի դեմ, Ռուսաստանն օգտագործեց այն Ուկրաինայի դեմ 2022–24-ին, և վերջին տվյալներով որոշեց իր դիվերսիոն գործողություններն իրականացնել Արևմուտքի դեմ ամբողջ աշխարհում։ Միանգամայն տրամաբանական է, որ Ադրբեջանն առաջինը միացավ ռուսական գլոբալ սադրանքներին։ Ինչպես Ուկրաինայի վրա հարձակման նախորդ օրը՝ 2022 թվականի փետրվարի 22-ին, Պուտինը Կրեմլում ընդունեց Բաքվի բռնակալ Ալիևին՝ համաձայնեցնելով Հայաստանի դեմ համատեղ գործողությունները, այդպես եւ այդմ ռուս-ադրբեջանական դաշինքն աշխատում է Ֆրանսիայի դեմ Աֆրիկայում և Նոր Կալեդոնիայում։
Ի՞նչն է միավորում այս երկու բռնապետերին, բացի ժողովրդավարության, ազատության և մարդու իրավունքների հանդեպ ատելությունից։ Փաստն այն է, որ Ֆրանսիային կեղծ մեղադրանքներ ուղղելով՝ Ռուսաստանն ու Ադրբեջանը փորձում են թաքցնել իրենց սեփական հանցագործությունները և ժողովուրդների ցեղասպանությունը։
Եթե չեչենների և Ղրիմի թաթարների, էստոնացիների և լիտվացիների, հայերի և հրեաների զանգվածային տեղահանությունները ԽՍՀՄ-ում հայտնի դարձան ամբողջ աշխարհին, ապա քրդերի, թալիշների, հայերի և լեզգիների ուծացումը Ադրբեջանում դեռ թաքցվում է, այդ թվում Բաքվի «խավիարային դիվանագիտություն» շնորհիվ՝ ուղիղ ասած՝ եվրոպական որոշ քաղաքական գործիչներին կաշառելով, որի սկանդալային օրինակները պարբերաբար հայտնվում են մամուլում:
Նույնիսկ այս մռայլ ֆոնի վրա, աննախադեպ ողբերգություն էր աշխարհի աչքի առաջ 21-րդ դարում կատարված Լեռնային Ղարաբաղի իննամսյա շրջափակումը և դրան հաջորդած ողջ հայ բնակչության տեղահանությունը 2023 թվականին, որը կարելի է անվանել միայն Պատրիացիդ կամ Հայրենազրկում՝ երբ ժողովուրդը զրկվում է իր պատմական հայրենիքից։
Կասկածից վեր է, որ եթե Ռուսաստանի և Ադրբեջանի բռնապետերի դաշինքը հիմա չարժանանա կոշտ դիմադրության և չպատժվի, ապա դիվերսիաներն ու սադրանքները կտարածվեն աշխարհով մեկ՝ հասնելով ԱՄՆ և Եվրոպա, Աֆրիկա, Չինաստան, Հնդկաստան և Ավստրալիա։ ՄԱԿ‑ի Հաագայի միջազգային դատարանի 2023 թ. նոյեմբերի 17‑ի որոշումը՝ Արցախի հայերի ազատ և անվտանգ վերադարձի իրավունքի վերաբերյալ, դեռևս չի իրականացվել։ Այնուամենայնիվ, Աֆրիկայում և Նոր Կալեդոնիայում տեղի ունեցող իրադարձություններն ապացուցում են, որ համաշխարհային հանրությունը պետք է մշակի և կիրառի մեխանիզմներ ոչ միայն պատժելու, այլ նաև մոլորակի ցանկացած կետում Ցեղասպանությունն ու Հայրենազրկությունը կանխելու համար: Որպես 20-րդ և 21-րդ դարերում Ցեղասպանության և Հայրենազրկության առաջին թիրախ՝ հայերը հատուկ պատասխանատվություն են կրում ահազանգելու և կանխելու նման ողբերգություններն աշխարհի ցանկացած կետում:

Dictators threaten democracy. Armenian democratic forces warn against Putin and Aliyev’s joint provocations against the free world.
The democratic society of Armenia and the diaspora expresses its indignation over the political provocations and joint sabotage of the dictatorial regimes of Russia and Azerbaijan in Europe, Africa, Latin America, and now also in the islands of the Pacific Ocean.
We are convinced that tyrants’ global attack on democracy is driven by impunity for crimes committed in Ukraine, Georgia, and Nagorno-Karabakh, where hundreds of thousands of people have been victimized by military aggression, massacres, and ethnic cleansing.
Lies, hypocrisy, and slander always accompany fascism and genocide, or rather precede them, setting the stage for the murders, and then continue, trying to disguise the crimes.
Armenians were the first nation to suffer the first genocide of the 20th century committed by the Ottoman Empire. They are also the first nation to have become the target of the Russian-Azerbaijani parricide in the 21st century, with the forced expulsion of their historic homeland of Upper Karabakh. This measure tested in 2020–23 against the Armenians of Artsakh was used against Ukraine in 2022–2024 by Russia, which then decided to carry out subversive activities against the West worldwide. It is logical that Azerbaijan has joined Russian global provocations, as it was before the 2022 attack on Ukraine when Putin met with Baku dictator Aliyev to agree on joint action against Armenia. This former Russian-Azerbaijani alliance is now working against France in Africa and New Caledonia.
What unites these two dictators, in addition to their hatred of democracy, freedom, and human rights, is the fact that by making false accusations against France, Russia and Azerbaijan try to hide their crimes and genocide of people.
While mass deportations of various populations in the USSR are known worldwide, the assimilation of Kurds, Talyshes, Armenians, and Lezgis into Azerbaijan remains hidden thanks to Baku’s “caviar diplomacy”. By bribing some European politicians, these crimes remain concealed.
This is an unprecedented tragedy in the 21st century, especially with the nine-month blockade following the deportation of all the Armenian population from Nagorno-Karabakh in 2023. If the alliance of the dictators of Russia and Azerbaijan is not fought and punished now, sabotage and provocation will spread worldwide.
The decision of the UN International Court of Justice in The Hague of 17 November 2023 concerning the right to free and safe return of Armenians from Artsakh has not yet been implemented. It is crucial for the international community to develop and implement mechanisms to prevent genocide and statelessness across the globe.
As the first targets of genocide and statelessness in the 20th and 21st centuries, Armenians have a special responsibility in raising awareness and preventing such tragedies around the world.
We express our solidarity with France and Ukraine, and all the peoples who are fighting for the rights of nations, for democracy, freedom, and independence.

La société démocratique d’Arménie et de diaspora exprime son indignation face aux provocations politiques et aux sabotages conjoints des régimes dictatoriaux de Russie et d’Azerbaïdjan en Europe, en Afrique, en Amérique latine, et maintenant aussi dans les îles de l’océan Pacifique.
Nous sommes convaincus que l’attaque mondiale des tyrans contre la démocratie est motivée par l’impunité pour les crimes commis en Ukraine, en Géorgie, et au Haut-Karabagh, où des centaines de milliers de personnes ont été victimes d’agressions militaires, de massacres, et de nettoyage ethnique. Les mensonges, l’hypocrisie, et la calomnie accompagnent toujours le fascisme et le génocide, ou plutôt les précèdent, préparant le terrain pour les meurtres, puis continuent, en essayant de dissimuler les crimes.
Les Arméniens ont été la première nation à subir le premier génocide du XXe siècle commis par l’empire ottoman. Ils sont également la première nation à être devenue la cible du parricide russo-azerbaïdjanais au XXIe siècle, avec l’expulsion forcée de leur patrie historique du Haut-Karabagh. Cette mesure testée en 2020–23 contre les Arméniens d’Artsakh a été utilisée contre l’Ukraine en 2022–2024 par la Russie, qui a décidé ensuite de mener des activités subversives contre l’Occident dans le monde entier. Il est logique que l’Azerbaïdjan se soit joint aux provocations mondiales russes, comme cela a été le cas avant l’attaque contre l’Ukraine en 2022 lorsque Poutine a rencontré le dictateur de Bakou, Aliyev pour convenir d’actions communes contre l’Arménie. Cette ancienne alliance russo-azerbaïdjanaise travaille désormais contre la France en Afrique et en Nouvelle-Calédonie.
Ce qui unit ces deux dictateurs, outre la haine de la démocratie, de la liberté, et des droits de l’homme, est le fait qu’en lançant de fausses accusations contre la France, la Russie et l’Azerbaïdjan tentent de cacher leurs crimes et le génocide des peuples.
Si les déportations massives de diverses populations en URSS sont connues du monde entier, l’assimilation des Kurdes, des Talyshes, des Arméniens, et des Lezgis en Azerbaïdjan reste cachée grâce à la “diplomatie du caviar” de Bakou. En soudoyant certains hommes politiques européens, ces crimes restent dissimulés.
Il s’agit d’une tragédie sans précédent au XXIe siècle, notamment avec le blocus de neuf mois suivi de la déportation de l’ensemble de la population arménienne du Haut-Karabagh en 2023. Si l’alliance des dictateurs de la Russie et de l’Azerbaïdjan n’est pas combattue et punie dès maintenant, les sabotages et provocations se répandront dans le monde entier.
La décision de la Cour internationale de La Haye de l’ONU du 17 novembre 2023 concernant le droit au retour libre et sûr des Arméniens d’Artsakh n’a pas encore été mise en œuvre. Il est crucial que la communauté internationale développe et mette en œuvre des mécanismes pour prévenir le génocide et l’apatridie partout sur la planète.
En tant que premières cibles du génocide et de l’apatridie aux 20e et 21e siècles, les Arméniens ont une responsabilité particulière dans la sensibilisation et la prévention de telles tragédies à travers le monde.
